- The article gives a characteristics of methodical and normative legal provision of the monitoring units, research organizations the defense Ministry and the military-industrial complex. The urgency of the development of the methods of assessment of their scientific and scientific-technical activities. Proposals for qualitative and quantitative classification of the activities of departments involved in the creation of scientific and scientific-technical products. Proposed category of importance of the results of scientific and scientific-technical activities of the units and the integral indicator of their performance. The proposed approach to quality ranking of the units according to the degree of effectiveness of their activities and the definition of thresholds.
