- Prospects of innovative environmentally sound off-road in the development of new environmental facilities and infrastructure of clusters in remote areas of northern Russia and Siberia. Are substantiated main directions of development of basic commodities of Russia's economy - through intensification, integration and greening of existing industries and creating new through accelerated industrial development, large and small, but rich in objects of nature with the involvement of innovative technologies and business initiatives in a strategic government planning and initial support.
