- The article presents a fresh approach at the problem of the achievements (innovations) exchange between the enterprises of the Defence Industry Complex and the enterprises of the Civil Economy Sector for the purpose of the development fragments commercial realization, thus the partial return of the development investments is achieved. Also the situation on the implementation of the Russian Federation Presidential Decree of 7 May 2012 No. 603 was considered.
