- The role of the Northern Sea Route (NSR) in the transport infrastructure of Russia, fell sharply in the last decade, steadily begins to rise that is associated with intensification of development of deposits of hydrocarbons and solid minerals in the shelf of the Arctic Ocean and the reorientation of the country's economic and political interests of the West to the East. For complex problem solution of the NSR is expedient to establish the Council of the regional leaders (representatives of the Federation, are directly related to the problems of exploitation of NSR) under the President of the Russian Federation and the Federal Agency for NSRs under the Ministry of Economic Development of the Russian Federation.
