- Abstract
- The article deals with the problem of environmental and legal risks in economic activity in the port, due to the presence of contradictions in the environmental legislation of the Russian Federation. It is noted that the current practice of conducting the state environmental examination of materials justifying economic activity in internal sea waters and the territorial sea for existing objects does not correspond to the meaning of the basic principles of the Federal law "on environmental expertise". It is proposed that Rosprirodnadzor choose appropriate control (supervision) tools and measures to prevent violations of mandatory requirements within the framework of implementing the concept of "smart" state regulation.
