- Abstract
- The spheres of activity of the personnel certification system of the Higher Attestation Commission and innovative enterprises are considered. It is established that the simplification of the registration procedure in Rospatent of the Russian Federation of intellectual property objects (IPOs) included in the List of works of the Higher Attestation Commission of the Russian Federation not implemented IPOs and the increase in the level of incentive remuneration for the creation of IPOs leads to a slowdown in the innovative development of the country. It is proposed to amend (regulatory documents) the Resolutions of the Government of the Russian Federation.
