The journal was founded in 1984 as the organ of the Interindustry expert council to promote the implementation of scientific and technological achievements. Until 1996, it was published as a scientific and technical collection, entitled "Scientific and technological achievements", and from 1996 began to appear under the present name.
The purpose of the journal was bringing to a wide range of scientific and technical staff of the major achievements of the military-industrial complex (MIC), to accelerate their implementation.
The journal publishes materials on new technologies developed in the defense industry, the results of completed and are in the stage of completion of the latest developments, promoting the technological independence of Russia and increase its competitiveness in the global market. Publications cover a wide range of issues in the fields of instrument making and mechanical engineering, nanotechnology and nanomaterials, electronics, metallurgy, controls and measurement, automation and computer technology, environmental protection, as well as the problem of ensuring and improving the quality of products.
The journal publishes the results of their research, as well as materials of scientific and practical research of leading scientists of the largest universities in the country, including Moscow State University after Lomonosov, Moscow Power Engineering Institute, Moscow Aviation Institute, Moscow Institute of Electronic Technology (Technical University), Moscow State Technical University after Bauman and others.
