- In the review preconditions of working out of the goverment program directed on creation of an information society in Russia are described. Social value of formation of the program on the basis of a new principle "achievements of concrete results for certain groups of consumers" is shown. Making subroutines and a complex of specific targets corresponding to them are shortly stated.
